What a public map can and cannot answer before you ask
What published capacity maps can support in site screening, and what requires a project-specific utility answer.
Published capacity maps can help prioritize locations for further investigation. They do not establish an offer of service for a particular parcel. The useful distinction is between evidence that makes a site worth examining and the project-specific assessment needed to proceed.
What the published guidance supports
The Joint Utilities of New York's Hosting Capacity Maps Use Case Guidance is undated and marked “draft for discussion.” It describes screening uses and limitations, including local equipment constraints, load coincidence and the need for further study. It is explanatory guidance, not a tariff or a project approval.
Use a map to identify relevant published records and compare locations under the same metric and conditions. Retain the asset level, unit, assessment date where available, and the assumptions attached to the estimate. Geographic proximity alone does not prove that a particular feeder or substation serves a property.
What a positive value leaves unresolved
A project still needs confirmation of the connection path, equipment limits and the effect of its actual operating profile. Other requests and changes to the network can also affect what is available when the project proceeds.
Distinguish additional customer demand from generation exports. A number that describes one is not automatically a limit for the other. Likewise, a seasonal or load-specific estimate cannot be applied to a different operating profile without checking the methodology.
From a map record to a utility inquiry
The example brief treats nearby published records as evidence for questions, not proof of the serving connection. An inquiry can identify the record and ask the utility to confirm its relevance:
The published record for [asset] reports [metric and value] as of [date]. Does that equipment serve this parcel, and what further assessment is needed for [proposed load and operating profile] by [requested date]?
Also establish what upgrades, costs, approvals and agreements would be required. A positive screening value cannot resolve those items, and an initial response should be read for its scope and conditions before being used in a project schedule.
